Statement to the Ministry of Education and Culture on the Government’s proposal draft on amending the Act on Early Childhood Education and Care (540/2018; register no. 16/010/2019) (TAS 222/2019, issued on 19 August 2019)

The proposal suggests amending the Act on Early Childhood Education and Care and the Act on Private Care Allowance in a way that the subjective right to full-time early childhood education is returned back to Finnish children.

The Ombudsman for Equality supports the proposed amendment and feels that it is especially important that the subjective right to full-time early childhood education is again made the right of all children. The amendment would help improve gender equality and the opportunity of parents to reconcile their work and family lives.
